National & International Strategies to Expand Freedom and Drive Climate Solutions
Help Build an International Free Market Agreement on Climate & Sustainable Development

In April 2023 in Lisbon, members of the Climate & Freedom International Coalition hosted the first workshop to ask participants to imagine what an international free market climate agreement could look like. The result was The Climate & Freedom Accord, currently the subject of studies by 9 think tanks across Europe, as well as a proposed amendment to the Paris Agreement.

On Saturday, March 23, 2024, following Atlas Network's Latin America Liberty Forum in Costa Rica, we gathered more than 20 leaders from Latin American think tanks to help design a free market framework on climate and sustainable development.

Our goal is to help national leaders like Javier Milei take free market environmental ideas – “el otro sendero” – to the international stage, to vastly improve national and international policy around the world. Explore why “freedom first” is the optimal climate policy. Why free trade, open markets, economic rights and low supply-side taxes are essential to accelerating decarbonizing innovation and the energy transition. We addressed tough questions, like: How do we combat the wave of socialism using scary climate messaging to turn young people against free market principles? How do we balance economic development with protecting natural resources and property rights of citizens - especially considering the growing demand for critical minerals? What regulations can we Phase Out, in order to Phase In a new platform of streamlined free markets, investment, global competition and trade?

The morning plenary roundtable discussion allowed all participants to explore and discuss the basic concepts and strategies proposed in the Climate & Freedom Accord. Lunch featured talks by Workshop cochairs Jonas Torrico, Asociación Argentina de Contribuyentes, and Juan Pablo Chamón Saucedo, from LIBERA Bolivia, who explored how the Accord draws upon the pro-growth, anti-stagflation strategies of Ronald Reagan in the form of an international framework. Jonas Torrico, from the Argentinian Taxpayers Association and the 2024 Winner of the Latin America Liberty Forum Regional Award, described his own experience introducing these strategies to top Argentinian leadership, and tailoring them as solutions to Argentina's most urgent political conflicts. The afternoon discussion focused on problems with land ownership and government impediments to growth and development in many Latin American countries.

This workshop united think tank thought leaders from across Latin America, to develop actionable liberty-based alternatives to problematic frameworks like the Paris Agreement, the US IRA, and EU carbon tariffs.
